1. Anthropic files an S-1 with the SEC for a proposed IPO of Class A common stock on the Nasdaq Global Select Market under the symbol ANT

Anthropic filed a registration statement on Form S-1 for a proposed IPO, with shares to list on the Nasdaq Global Select Market as ANT.

Anthropic news post Anthropic files S-1 with the SEC for proposed initial public offering, dated 26 October 2026
Our screenshot of Anthropic files S-1 with the SEC for proposed initial public offering (Anthropic, 26 October 2026), captured 1 November 2026.
  • Anthropic, PBC filed a registration statement on Form S-1 with the U.S. Securities and Exchange Commission for a proposed initial public offering of its Class A common stock.
  • The shares are proposed to list on the Nasdaq Global Select Market under the symbol ANT.
  • The number of shares and the price range have not been determined.
  • Goldman Sachs & Co. LLC and Morgan Stanley & Co. LLC are named as sources for the preliminary prospectus.
  • The registration statement is not yet effective, so the securities cannot be sold and no offers can be accepted.

Why it matters: Teams building on Claude can read the filing as a signal about the vendor’s financial footing, but nothing changes in pricing or access until the registration is effective.

2. Anthropic and the GSA offer government partners a 40% discount on Claude Enterprise, Claude for Government and the Claude API, with no minimum spend

Anthropic and the US General Services Administration set a 40% discount on Claude for government buyers at every level, with no minimum spend.

Our screenshot of Expanding our partnership with GSA to bring Claude to all levels of government (Anthropic, 27 October 2026), captured 1 November 2026.
  • The agreement gives government partners a 40% discount on Claude Enterprise, Claude for Government and the Claude API.
  • The discount applies to state, local, tribal and territorial governments as well as federal agencies.
  • Agencies are not bound by a minimum spend commitment and can pay for the usage they consume.
  • Anthropic says approximately 500 US government organizations use Claude, and usage across federal civilian agencies has grown about 20-fold in a year.

Vendor claims, not tested by us: The discounts are estimated to save the government $1 billion (Anthropic).

Why it matters: Public-sector buyers, and the contractors who sell to them, can price Claude at a published discount without committing to a minimum spend.

3. Claude Enterprise adds smart reports, in-app surveys and pooled group budgets with alerts at 50%, 75%, 95% and 100% of spend

Claude Enterprise admins get pooled group budgets, smart reports and in-app surveys, all generally available.

Our screenshot of Smart reports, surveys, and pooled group budgets for Claude Enterprise (Claude, 28 October 2026), captured 1 November 2026.
  • Smart reports analyze a sample of the team’s transcripts and group the work into workstreams, showing spend, deliverables and common friction points.
  • Pooled group budgets send email alerts to billing-permitted admins when a budget reaches 50%, 75%, 95% and 100%.
  • Pooled budgets apply both the group limit and each member’s limit to every request, so a member stops at whichever runs out first.
  • In-app surveys appear to members as a short card after a reply, and admins can export responses to a spreadsheet.
  • All three features are generally available for Claude Enterprise, though availability varies by configuration, including HIPAA and customer-managed encryption keys.

Why it matters: An admin rolling Claude out to a team can now see which work the spend is going to and cap it at the group level instead of per person.

Our screenshot of Introducing artifacts for legal work with Claude (Claude, 28 October 2026), captured 1 November 2026.
  • Anthropic says it has added more than 60 legal connectors since Claude for Legal launched in May, including Bloomberg Law and Legora.
  • The gallery’s core task artifacts include a cite check tool, a regulatory horizon scan and a tabular review for comparing contract terms.
  • The gallery includes nine access-to-justice artifacts, and five were built by nonprofit and public interest organizations that received Claude credits.
  • Thirteen implementation partners are listed for organizational rollouts, including Accenture, Deloitte, KPMG and PwC.

Why it matters: A small law practice or in-house team can start from a ready-made contract comparison or citation check instead of writing its own prompts.

  • Oracle is developing Oracle AI Workspace to bring Oracle applications and data into ChatGPT, so people can complete approved business workflows in one place.
  • Oracle customers in the U.S. can buy the OpenAI API, Codex and ChatGPT Work through Oracle Marketplace, using existing procurement processes and eligible Oracle Universal Credits.
  • The Oracle AI SMB Bundle combines ChatGPT Business and Codex with Oracle applications and recurring Oracle Cloud Infrastructure credits for small businesses.
  • Oracle AI Security Mesh uses OpenAI cyber models to help customers find and fix vulnerabilities, and Oracle App Composer helps teams build apps with Codex on Oracle Cloud Infrastructure.

Vendor claims, not tested by us: Oracle reported 130,000 active ChatGPT users and more than 95,000 active Codex users; its recruiting team cut market research from two to four days to 15 to 20 minutes (OpenAI’s page).

Why it matters: An Oracle customer can fund ChatGPT Work and Codex from credits it already holds instead of opening a separate AI contract.

  • The ServiceNow MCP plugin is available in the OpenAI marketplace today, with enhanced capabilities expected by the end of 2026.
  • ServiceNow plans to give all employees access to ChatGPT Work and Codex, and a Codex integration in AI Workflow Factory is expected in 2027.
  • OpenAI-powered security capabilities are expected to enter early access in January 2027, with general availability planned for the second quarter of 2027.

Why it matters: IT and security teams on ServiceNow can try ChatGPT against their own incidents now, and should plan for the security features only in 2027.

7. OpenAI will honor a shared robots.txt signal for AI training preferences, to be implemented in the coming months

OpenAI said it will honor a shared robots.txt signal that lets a website state its AI training preference once for several providers.

OpenAI post Making it easier for websites to express AI training preferences, dated 30 October 2026
Our screenshot of Making it easier for websites to express AI training preferences (OpenAI, 30 October 2026), captured 1 November 2026.
  • OpenAI announced it will honor a common signal in robots.txt for website operators to state their preferences on foundational generative AI training.
  • Before the signal, operators identify individual crawlers and keep separate rules for each provider; the shared signal lets one preference reach multiple participating providers.
  • OpenAI aims to implement the signal in the coming months and will share details then.
  • The signal does not replace OpenAI’s existing robots.txt crawler controls, which continue to apply.
  • The work draws on the IETF AI Preferences working group.

Why it matters: A site owner who wants to opt out of AI training can set one rule instead of tracking every provider’s crawler, once providers implement it.

8. Meta launches its Muse personal AI agent in Singapore on iOS, Android and the web, free for most everyday needs

  • Muse is free for most everyday needs, with subscription plans for users who want more.
  • Users can link Muse to Gmail, Google Calendar and Instagram; early local partners include Shopee, Grab, Singapore Airlines, Agoda, ShopBack, Klook, Trip.com and Lazada, and connector features roll out progressively.
  • Muse asks permission before sensitive actions such as sending an email or making a purchase, and runs on a dedicated cloud computer that keeps passwords and payment methods out of the agent’s view.

Vendor claims, not tested by us: Meta calls Muse the world’s first personal AI agent built for everyone (Meta’s headline); we have not tested that.

Why it matters: Businesses selling in Singapore can expect shoppers to start booking and buying through an agent connected to local travel and retail partners.

How we picked and checked these stories

We lead with launches and tools a business can use or price, and leave out stories that only describe risk unless they change what a buyer should do. Creator posts and videos are where we hear about a story; they are never the source. Every fact above comes from the company’s own page, the GitHub API or a primary news outlet, read on 1 November 2026, and every story is dated inside 20 October to 2 November 2026. Numbers we could not test ourselves are labelled as vendor claims. Stories we could not verify on a primary source in that window were cut. More editions: all AI News editions.
